Marin County Code Title 2 Chapter 2.99 Emergency Organization and Functions - Provides the legal basis necessary for Marin County to conduct emergency planning, response, and recovery operations and provides the framework for the Marin Operational Area Disaster & Citizens Corps Council (DC3).

Emergency Operations Center (EOC)

The EOC is where centralized emergency management is performed during major emergencies or disasters.  The EOC function facilitates a coordinated response by community, local, state and federal agencies.  The level of EOC staffing depends upon the situation but can range from 8 to 75 people. Located in the historic Marin County Civic Center, the EOC space serves as the OES administrative area as well as a training facility.  In an emergency, the space is converted into a full operating EOC within two hours.  The Sheriff's Communications Center (9-1-1) is located immediately adjacent to the EOC.  The EOC was moved to its current location in 2003 as a temporary measure.  Planning is underway to develop a dedicated public safety building with an Emergency Operations Center and a Communications Center that can function immediately following a major earthquake.
